2026 policy changes — what changed in Australia and Canada

Both countries tightened their student immigration policies significantly in 2024–2026. Understanding these changes before applying can save you a visa rejection and months of delay.

🇨🇦
Canada — Key 2026 Changes

Study permit cap: 408,000 total permits for 2026. Heavily affects undergraduate and diploma applicants.

Master's/PhD EXEMPT from cap: Since January 1, 2026, students applying for Master's or Doctoral programmes at public Canadian universities do NOT need a Provincial Attestation Letter (PAL) and are NOT counted under the 408,000 cap. This is the single most important change for Indian MS/MBA aspirants.

Financial proof: GIC of CAD 20,635 (₹12.8L) + first year tuition.

🇦🇺
Australia — Key 2026 Changes

Genuine Student (GS) assessment: Replaced the old Genuine Temporary Entrant (GTE) test since March 2024. More structured evaluation of study intentions. Proper documentation delivers 85–90% visa success rates.

Student visa fee: AUD 1,600 (₹88,000) per application — up from AUD 710 in earlier years.

Financial proof: AUD 29,710 (₹16.3L) required upfront.

Part-time work hours: 48 hours/fortnight (24 hrs/week equivalent) — confirmed ongoing.

Source: Australian Home Affairs official 2025–2026

⚠️ Important for Indian students: Canada's cap primarily affects Bachelor's and diploma applicants. If you are applying for MS/MBA at a Canadian public university, the January 2026 exemption means a smoother, faster visa process than it was in 2024–2025. Always confirm eligibility directly with your university before applying. Source: IMFS global immigration changes guide.

Top universities — Australia vs Canada QS Rankings 2026

University ranking is one of the first things families look at when comparing countries. Here is how the top universities in both countries compare in QS World University Rankings 2026, with indicative tuition in INR for international students.

Australia has 9 universities in the QS global top 100 in 2026, including 6 in the top 50. Canada has 4 universities in the top 100, with 3 in the top 50. For brand value on your CV in global markets, Australian universities have a slight edge in volume — but Canada's top 3 (McGill, U of T, UBC) are competitive with Australia's best. Part-time earnings during study — Australia wins decisively

This is where Australia has a clear advantage that most cost comparisons miss. The high part-time minimum wage in Australia changes the effective cost equation entirely.

Factor🇨🇦 Canada🇦🇺 Australia
Minimum wageCAD $15–$17.85/hr (province-dependent)AUD $24.95/hr (national minimum, highest in world)

Australia's part-time edge: An Indian student working 24 hrs/week in Australia earns approximately ₹1.43L/month — enough to cover nearly all living expenses in most Australian cities. This effectively reduces Australia's higher sticker cost. Source: ABS Australia wage data 2025, Ontario minimum wage 2026.

Post-study work visa — Canada PGWP vs Australia 485

This is the most scrutinised factor for Indian students. Here is exactly how each visa works.

🇨🇦
Canada — Post-Graduation Work Permit (PGWP)

Programme 8 months–2 years: PGWP duration = programme length
Programme 2 years+: 3-year PGWP (maximum)

PGWP allows full-time work at any employer, in any location, any occupation. This work experience then feeds directly into Express Entry CRS score for PR.

Key requirement: Programme must be at a PGWP-eligible institution (most public universities qualify).

Source: IRCC Canada official, confirmed 2026

🇦🇺
Australia — Temporary Graduate Visa (Subclass 485)

Bachelor's: 2 years
Master's (coursework): 2 years
Master's (research): 3 years
PhD: 4 years
Regional study bonus: +1–2 additional years

485 allows full-time work at any employer. Longer duration for higher degrees than Canada.

Source: Australian Home Affairs official, 2026

📊 For Master's students: Canada gives 3 years PGWP. Australia gives 2 years 485 (coursework) or 3 years (research). Canada's PGWP leads more directly to PR. Australia's 485 provides more time in the job market before committing to PR pathway. If you study in a regional Australian city, you can get +1–2 years on top — potentially 4 years total for Master's.

PR pathway — which country is faster for Indian students?

For most Indian families, this is the single most important question. Both countries have clear PR pathways — but they work very differently.

📌 PR timelines are typical estimates — individual outcomes vary by CRS score, occupation, and provincial demand. Sources: IRCC Canada official 2026, Australian Home Affairs 2026, OINP official 2026.

Canada's PNP advantage for MS students: Ontario's Masters Graduate Stream allows Indian MS graduates to apply for PR with NO job offer, NO Canadian work experience — just the degree, CLB 7, and settlement funds. No other country offers this accessible a PR stream for MS graduates. Source: OINP official 2026.

Jobs and salary after graduation — which country pays more?

📊 Key insight: Canada has a larger and more active tech ecosystem (Toronto, Vancouver) — better for CS/IT/AI careers. Australia has a critical healthcare and nursing shortage actively listed on its Skilled Occupation List — better for nurses, healthcare, and some engineering roles. Australia's higher minimum wage also means the salary floor for any job is higher. For CS/IT: Canada. For healthcare/nursing: Australia is the clear choice.

Frequently Asked Questions — Australia vs Canada for Indian Students

Canada is better for PR certainty and lower costs. Australia is better for higher part-time earnings, longer post-study work visa for PhD/research students, and nursing/healthcare careers. For MS students: Canada's January 2026 exemption from the study permit cap makes the visa process smoother than ever. For students who want to settle permanently in 2–3 years: Canada has the clearest pathway. For lifestyle, healthcare careers, or higher immediate earnings: Australia wins. IMFS recommends applying to both simultaneously. Book a free session for a personalised recommendation.
Yes — for Master's and PhD students. Since January 1, 2026, students applying for Master's or Doctoral programmes at Canadian public universities are EXEMPT from the 408,000 study permit cap and do NOT need a Provincial Attestation Letter (PAL). The cap primarily affects undergraduate and diploma applicants. For Indian students pursuing MS or MBA at Canadian universities, the process is actually smoother in 2026 than it was in 2024–2025. Source: IRCC Canada official January 2026.
Canada: After a 2-year Master's you get a 3-year PGWP. With 1 year of Canadian work experience and CLB 7 English, you apply through Canadian Experience Class — typical PR in 2–3 years post-graduation. Ontario PNP Masters Graduate Stream requires NO job offer, NO work experience — just the degree. Australia: After Master's, 485 visa for 2–3 years. PR through Skilled Independent (189) using a points system typically takes 3–5 years depending on your occupation and points score. Canada is currently faster and more predictable for Indian students. Source: IRCC Canada, OINP official 2026.
Canada 2-year MS total: ₹40L–₹74L (tuition + living, GIC required CAD 20,635 = ₹12.8L). Australia 2-year MS total: ₹47L–₹77L (tuition + living, financial proof AUD 29,710 = ₹16.3L, visa fee AUD 1,600 = ₹88,000). Canada is 15–25% cheaper overall. However, Australia's higher part-time minimum wage (AUD $24.95/hr) means students can offset 40–60% of living costs through part-time work — narrowing the gap in practice. Exchange rates: 1 CAD = ₹62, 1 AUD = ₹55 (March 2026). Sources: IRCC, Australian Home Affairs, published tuition fees 2025.
Australia wins clearly on part-time earnings. Australia's minimum wage is AUD $24.95/hr — the highest nationally mandated minimum wage in the world. Working 48 hours/fortnight (24 hrs/week), a student earns approximately AUD $2,595/month (~₹1.43L/month) — enough to cover most living expenses. Canada at CAD $15–$17.85/hr yields approximately CAD $1,440–$1,700/month (~₹89,000–₹1.05L/month). Australia also grants full work rights to spouses immediately with no restrictions. Source: ABS Australia wage data 2025, Ontario minimum wage 2026.
Canada PGWP: 8-month to 2-year programme = PGWP equal to programme length; 2-year+ programme = 3-year PGWP (maximum). Australia 485 Temporary Graduate Visa: Bachelor's = 2 years; Master's coursework = 2 years; Master's research = 3 years; PhD = 4 years. Regional study in Australia adds 1–2 extra years. Australia offers a longer post-study work visa for research Master's and PhD graduates. Both allow full-time work at any employer. Source: IRCC Canada official, Australian Home Affairs 2026.
Yes — nursing in Australia is one of the highest ROI study abroad decisions for Indian students in 2026. Nursing is on Australia's Skilled Occupation List (SOL), meaning nurses qualify for priority PR pathways. Starting salary for registered nurses in Australia is approximately AUD $65,000–$80,000/year (₹35.75L–₹44L). The 485 post-study work visa allows 2–3 years of work before applying for PR. Australia has a critical nursing shortage and actively recruits internationally trained nurses. Read more: Nursing in Germany — the alternative.
Yes, both countries require English proficiency proof. Most universities in Canada and Australia require IELTS 6.5 overall with no band below 6.0 (nursing/teaching require 7.0+). PTE Academic is widely accepted as an alternative in both countries. Duolingo is accepted by select universities for academic admission but IRCC Canada and Australian Home Affairs still prefer IELTS or PTE for visa purposes.
